Advice on a council tax issue please

Hi All
Very new to this forum :eek:

My partner and i moved into a flat a month ago and it was bills exclusive. So trying to be good, i called the council and water companies to get our names on the bill. Both companies said that our flat was not registered but the bottom 3 flats were, so there was nothing to put our names on, but they would get in contact with the estate agents/landlord to get the property evaluated. I called the estate agents and they said they were looking into it and would get back to me about it, I then called a further 2 times to see what the progress was and got told they were dealing with it. I got bored of chasing and decided to wait to hear from them. Its now the second month into our contract and havent heard anything from them. Im unsure what to do and what my rights are etc, as i really dont want to go 8 months down the line to be told you owe hundreds of pounds and to be honest i really cant see myself saving it in my bank until i get told you owe x amount.

Also this maybe something to add, all the other tenants in the below flats are students so they dont have to pay council tax. Im pretty sure the estate agents are avoiding it as its a lot of hassle. I spoke to them today and they mentioned nothing, even when i asked if there was anything else they wanted to update me on?

Any advice or help greatly recieved!

    TBH the flat has to be registered with teh Valuations Office before a Council Tax band can be assigned - the council , if asked, will often register a property with a temporary banding in order that payments can be made but this a voluntary arrangement until the V.O finalise a banding.

    I don't deal directly with the new properties in my dept but I do know that the V.O can often take 5-6 month to return the property details to the Council.

    Give the council a ring and ask if they can raise a temporary banding.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
