Well ok its not that simple, I'm currently living abroad (Romania) and paying my taxes here although my money is being paid by a UK company in £ into a UK account and I'mn still paying my NI in the UK, I think because I dont pay UK taxes though I cant get an ISA, is that right?
I have an A&L Esaver account so thats where Ill put around £3-500 a month in savings but I currently have around £20k in another A&L savings account that pays aroun 5%.
Also I have an interest only mortgage with an interest of 5.49% and I can do 10% over payments which I also do once a year, it was currently meaning my savings were beating my mortgage so made it all worth it, I cant leave my mortgage for another 4 years so thats not an option.
basically I'd like to put the £20k into some sort of savings scheme that pays over 5% but as I said i think the ISA isnt applicable to me at the moment.
Any ideas?

See HMRC ISA Factsheet, specifically the part entitled "Moving abroad", as far as your ISA query is concerned.0
