Help Regarding Cavity Membranr System

Hi All,
My sister has a damp problem in her house in that an external wall gets very damp to the point were u can actually feel the water on it. She has been using a dehumidifier for a few months now. So when u go in to room it feels alot warmer than it did and the walls are dry.
She has had 3 businesses in to get quotes to sort out the problem. However she is a single parent and cant afford to get the work done as the cheapest quote is over 2,000 pounds. The following is what 2 have recommend and we were wondering if there was some way to get this cheaper even if we have to try and do it ourselves(I am a keen DIYer).
1. REmove the existing skirting boards from the wall to be treated
2. Install cavity membrane to walls fixed with sealed wall plugs
3. Seal all joints and overlaps with butyl rubber seeling tape
4. Fix plaster boards over membrane with dry lining adhesive
5.Fix scrim to joints and skim with finishing plaster
6. Replace existing skirting boards
Sorry the quote she got doesnt seem to have a very detailed description of what will be done.So no mention of having to use a pump or drain any water.
Does anyone have any advice ?
