Bad credit credit cards?

Hi
I actually don't have bad credit, everything debt-ish has been paid off. However, I struggle to get my Experian credit report to register that I'm on the Electoral roll at my current address - even Experian can't explain it!
I've been turned down for a Capital One credit card, and one at my bank - despite being "pre-approved" with them (I bank with RBS).
Any suggestions of who else I can try? I don't want to just look on Google because I might end up with someone dodgy!

I had this problem with my address, as the council list my house name address one way, and the post office have my house name listed another way. I just asked the CRA's if they was any way I could have both listed on my reports as i'm on the electoral roll to, they were more than happy to do this.

I've already been declined by them - and it was an immediate decline, not even an "we'll consider your application" thing.
