Re-painting a 'glossy' bathroom ceiling

Back when we stripped the bathroom of the nasty woodchip wallpaper the stream from the stripper made the white ceiling paint bubble and peel off in one sheet!! It turns out the lovely pink underneath is quite a glossy finish on a woodchip.

I was planning to give it a fine sand before repainting but I only seem to scratch the top of the chip if you know what I mean. Would applying pva help the new matt paint adhere to the glossy stuff? If so what ratio should it be diluted to and should it be left to fully dry or partially dry before applying new matt paint?

The old white paint was fine with normal bathroom moisture, it only came off with the super steam of a paper stripper, so should I just paint it and not really worry?
