Exterior Door Measurements

Hello Knowledgeable People
I've seen an exterior door for sale that I quite like and i have the frame measurements.
How do I go about checking the measurements of my own door frame? Do I measure the outside or the inside co I think they are different? Is there any leeway I have to take into account for expansion?

The outside, and a overall half inch gap is helpfull it can be filled with silicone when sealing up.0
