    No, high speed means the speed they need to do to respond to an emergency, unimpeded by impatient bone idle morons who can't be bothered to park properly or walk more than a few yards to their house. And I can be 100% sure you'd want them to get to you as soon as possible if it were your house on fire.

    The last time I saw a situation where a badly parked car impeded the progress of a Fire Engine several years ago, they rammed it out of the way and sent the owner a bill for the damage to the Fire Engine. I doubt much has changed in that respect.

    To the OP...
    By all means take it to court but the defence of "other people do it" isn't one you can use so you'd better have a raft of measurements showing at least 3 metres (~10ft) width spare (Fire Engine is typically 2.5 metres wide plus an additional 30-40cm each side for the mirrors) and photographs to prove that.
