stair carpet

The last tentant took her stair carpet with her when she moved out.
There is form backing in places and paint down either side on the contrete stairs. Would using a wire brush help me remove the form backing and paint or would i need to use something else?
Does anyone have any other ideas that would also work?

Mr Warren sorry my post hasn't come across the way I wanted it to.
I was on about removing the old carpet backing that been left on the contrete stairs. I thought about using a wire brush for the job and asking if anyone had any other ideas.0
