BT and Tiscali troubles

Does anyone have any advice on how to settle an ongoing dispute my parents are having with BT and Tiscali?
About the middle of last year their Tiscali phone line went dead with no warning. They were without a line for some time, then when the phone was restored, they were given a different number. Some time later, their old number was restored, but they had to go back to a contract with BT for phone line and broadband.
The whole episode took many calls and letters, as neither company wanted to help, and would blame the other. Even now, they have not had an apology (despite getting Ofcom and Trading Standards involved).
They want to revert back to Tiscali, but understand they have to wait a year before canceling (with BT).
What can we do?

They can do nothing they've agreed to the service from BT which constitutes a standard 12 month contract. Did they not read the Terms & Conditions before agreeing to them taking over the service?0

If Tiscali did not look after them and take ownership of fixing the problem and you still feel your parents need to go back to them, then pay off the BT contract.After the uprising of the 17th June The Secretary of the Writers Union

Had forfeited the confidence of the government And could win it back only
By redoubled efforts. Would it not be easier In that case for the government
To dissolve the people

I am not sure how BT are to blaim.
When Tiscali take over your phone service from BT they are supposed to offer same level of service as BT.They claim "Tiscali will be your one point of contact for your phone service for any queries about your bill, faults or amends to features on your line rental. Simply call our Customer Services Team. "

If thats the case perhaps they should be asking why didnt Tiscali sort the problem out in the first place ,rather then allow your parents to go back to BT,and commit themselves to a new contract.

I suspect Tiscali wrongly issued a cease order to BT , openreach ceased the line as you would expect , then BT used the details for a new customer as they are allowed to doEx forum ambassador
