Statute of Limitations on Barclaycard refund for fraud?

Just before last Christmas we ordered an Arsenal shirt from a company in America for £22.99 which was billed to my wife's Barclaycard. Delivery was promise before Xmas, but never arrived. Merchant was very co-operative, and advised it must have been lost in the post, and willingly promsed to send replacement, which also never arrived! This dragged on through Feb/Mar and they then promised a refund to the card, which also never appeared.
We eventually approached Barclaycard in mid May with an audit-trail of e-mail correspondence and asked them to follow-up, and refund the merchant payment which was obviously in breach of Barclaycard's policy as it was clearly either fraudulent or grossly incompetent. Barclaycard responded that it was by then too late for them to follow-up and take any action or refund payment for an article we never received.
I let this slip, until I was recently slammed for £25 penalty for being a day or two late on a Barclaycard repayment for a measly £5, and now I'm hopping mad and want my (wife's) money back. So, does anyone know if there is any such "statute of limitations" on time elapsing between being defrauded and Barclaycard being able to resolve?

You need to check Barclaycard 's Term and condtions of issuing the card which you would have received when opening the account or usually issued again when you receive a renewal card.
