Shame the council i am with wouldn't do that, i have very noisy neighbours upstairs from me, it's not really their fault, as the previous and the previous before them were just as noisy, there is just no soundproofing at all
Life is about give and take, if you can't give why should you take?

Hello again Paparika :) . Part of the reason why I responded in your thread elsewhere was because I've been in your situation (I could tell what channel he was watching at 2 a.m.) and the thought of a dog barking in upstairs flat made me shiver.

We eventually paid for underlay to be put down upstairs and it completely solved the problem (I used the opportunity to mastic all the skirting board to floor gaps, which may have helped a bit). Well worth considering, even if it's only for the room above your bedroom.
