Painting/Decorating quote

My mum just got a quote to do her hallway - now as far as I am concerned it is not very big as it is ex local authority. There is a small hall portion downstairs, the stairs themselves and a small top landing which is mostly doors to be honest. Sorry I don't know the measurements.
She has been quoted to strip existing wallpaper, fill in any cracks, repaper and emulsion the ceiling. Total price £400 but does not include gloss work.
Sorry clueless when it comes to fair quotes - this is the first one she has had. The guy has said she would need around 13 rolls of paper.....I can't see it myself.
Thanks in advance.
