Named Driver Affects Policy Holder?

I recently bought my own car and bought insurance through Bell. I wanted to add my father as a named driver.
My Father is a policy holder on his own car with my brother as a named driver.
My brother made a claim on the insurance back in January which was not his fault.
However when I try to add my father as a named driver on my policy it shows him as having a fault claim. I said this was not correct as it was not him who was driving nor would it even be his fault. Obviously Bell are just looking on a database.
My father spoke to his car insurer and queried the matter. They said they closed the claim and marked it as not at fault and it would only show as my brother anyway.
Bell claim that regardless of the named driver it affects the policy holder even if they had nothing to do with the accident.
Can someone please shed some light onto this? Is this true that the policy holder is liable? And why is it not showing up on the Insurance Database as my brother who made the claim? I’m at a loss as to where I can get some advice on this.

It's not that the policyholder is 'liable', it is merely that when obtaining a quote you are asked for details of all claims, accidents, fires and thefts regardless of fault. As the incident occurred on your father's policy you do have to declare it against his name as a non-fault incident when obtaining quotes from prospective insurers.
The relevant database is called CUE (Claims Underwriting Exchange). It will be giving a match on your father because the incident occurred on his policy. It's fairly common for CUE matches to be showing as fault when the incident was non-fault.
What you need to do is go to the insurer who dealt with the claim and explain that the claim is recorded incorrectly on CUE. Tell them to upload the amended information and also ask them to issue a letter confirming that the incident was non-fault, so you can forward this to Bell and any future insurers who may query this at a later stage.0 -
I had a claim as a named driver in 06 and now when getting car or bike quotes they ask if hubby (the policy holder) has had any accidents, claims or losses in the last 5 years. I tell them yes when I as named driver had an accident. Then I have to say the same again when asked if any named drivers have had accidents yadda yadda:heart2: Love isn't finding someone you can live with. It has cleared things up. The Co-Op (Fathers insurance company) claim to know nothing of the CUE database. Any how they are going to write a letter saying that the claim was a non fault and he has a clear driving history etc.
Hopefully my insurance company will accept this and I can add him without the fault.

It's interesting that CIS are apparently in the dark about CUE, given that CUE's website lists 'The Co-operative Insurance' as one of the subscribers to the system!

If I were you I would call them back and politely ask to speak to a supervisor, they are not dealing with this correctly at all. It's sadly typical of quite a few penny-pinching car insurers that they employ very very dim people on the customer service helplines.0
