Help with sisters passport please!

Ok trying to make this easy!
Sister used to be on our dads passport but obviously being in her 20's needs to get another one as she is coming to my wedding abroad.
Filled it all in and got my df to sign, sent it off, it was returned as she hadn't filled in our mothers bit but just put deceased as i had done when mine was done..
we rung them and explained that mum had dies years ago and we had nothing to show this, they said it was fine to use our dads birth certificate..sent it off..it was refused as it was a copy and he doesn't have the origional one..
So now they are saying she needs either their marriage certificate (which dad does not have) or mum or dads birth certificate..we seem to be going round in circles tbh.
Any ideas what to do before she ends up not coming!

You can obtain "certified copy of an entry into a register" birth certificates for £10 from the General Register Office.
A "certified copy of an entry into a register", signed by the registrar (full, not short version) is as good as an original.0
