does this need planning and BC?

my neighbour is having a Balconey erected on a first floor flat roof, which is about 8-10 yrs old.

the size is 4mx5m and directly looks over my garden. i now have lost all privacey in my garden and has the other 6 properties surrounds us.

do they need Planning permission and BC?

I would check if they have planning.A friend of mine wanted something similar but the council said no because they were overlooking other properties.

i know the dont. they only moved in in november and i've had nothing from the council nor has a notice been put up.

so could the overlooking of other properties stop them?

i dont want to fall out with them over this but it will stop ALL enjoyment of my own garden, and that concerns me greatly.

maybe a quiet call to the council planning office may be in order?

Planning and building regs will be very interested. Decking needs planning permission if it is high enough to overlook a neighbour when in use. Building regs need to check means of access and escape and that the roof they are building it on is strong enough.
