Closing accounts

Three weeks ago, I sent a letter to my local Natwest branch asking them to close my account, however I still have no had any response. Should they have responded informing me that my account has been closed or would they just close the account?.
Also, I want to close my Barclays account, however I'm wondering if, when I turn 18 (I'm 17), if I decide to, will I still be able to apply for their credit card without a current account. I probably wont get a CC and if I do, i'll most likely try and go with my current bank, Lloyds TSB, however I don't want to close the account and not be able to apply for anything from Barlcays in the future.

If they're anything like Marbles, there's every chance they'll just close the account without saying a word. I'd phone them up though to be sure.
This thread seems to invite the question I was looking to ask sometime - assuming an account can be kept open without paying anything into it (HSBC don't seem to mind, this would probably go for all 4 high street banks) is there any reason to close it? Does it affect your reputation / credit score?
Most banks allow you to apply for their credit cards without a current account I think, although some may give preferential rates if you have one.0
