I have recieved a letter from Barclays staing i have been pre-selected for a Barclayloan with £23,200 repayable over 60 months reserved apparently.
I was refused a loan for £3000 (was overdrawn on 3 occassion in 2 months) from them last November and waited on their advice.
They say as long as my circumstances haven'nt change since i received the letter my application will be accepted if i make one. Is this all bull or will i be accepted for a loan?

Check the wording - they sometimes say 'pre-selected to apply' or some such nonsence. You could still get refused.

If your overdraft has been under control though, and this was the only factor effecting your last application you could be an ok credit risk they think now.
