Council Tax (Sole Occupier Discount)

Hi all,
I've been the Sole Occupier of my house since Jan 07. I only found out about the Sole Occupier Discount in the last few days and I'm going to send discount form back to the Council today.
Will the Council back date the discount to day I moved into my house(Jan2007)?
Did anyone managed to convince the council to backdate the discount?
What can I do to persuade them to do so?

I Should Hope So As My Sister Got Hers Backdated As She Told The Council A Year And A Half After Her Hubby Left But I Think He Had To Confirm This In Writing To The Council For Her.0
