i want to create an icon from a picture how do i do it?

i was messing around in paint and couldn't save it as an ico will play again.

When saving it make sure its a bitmap and call it with a file
exstension of filename.ico so if you make a bird icon or whatever
give it the name bird.ico the ico exstention will turn it into an icon file.
