LCD TV ghosting

Someone I know has a newish 37" LCD TV it's about a year to 18 months old. I think they have extended warranty so SOGA won't be a problem.
EDIT: After googling I have discovered that the modern use of the word "Ghosting" on the subject of TV is refferring to the time lapse of the image moving across the screen. This is not what I mean, I use the term to refer to a double image displaying on the TV, like it is out of focus
There is ghosting around all images 3mm of ghost (IYKWIM), this also happens on static menu displays for example the dvd players "home" page display - which should all be clean crisp lines.
I think the fault has been there since it was new, but I think the person should bring it to their attention for a possible repair, because really the picture quality is rubbish with this fault.
I'm wondering if it might be explained away because it is 760 display but it is not being used to display a HD signal - they don't have a HD player or a HD satellite box.
Does anyone know if a ghosting LCD TV can be fixed at all?

No idea if it can be fixed, depends on the cause I suppose. But it's definitely not explained simply by standard definition pictures. The images should still look pretty sharp. Just the resolution that may look a bit poor (although with 37" even that shouldn't be too noticeable)."She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"

If it's a poor quality video source, there's not a lot you can do. Are they connecting the DVD player using SCART leads?0

Is there an option on the dvd player to change the output to RGB if it isn't already?
Might be worth getting an upscaling dvd player too, that'll help a lot with the films.0 -
But what's happening shouldn't be, even on a 37" screen with standard definition signals. The signal shouldn't need upscaling (not sure where the DVD reference comes in?) to get rid of this symptom. The ordinary TV signals should still look fine on it."She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"

Quick, there it is ....this also happens on static menu displays for example the dvd players "home" page display - which should all be clean crisp lines.0 -
As mentioned check that RGB is used all round as a source and input.0

I bet its a Samsung!0 -
I'm grateful for the opinions given so far, but my thoughts are if this happens from
1. The sky box via scart
2. Both DVD players (one is an upscaler) via scarts
3. the other satelite reciever (non sky) (scart)
If, it happens from the input signal of all of those (including static displays from the sky and the dvd player), then the fault must lie with the TV.
The only thing I did not check was the terrestrial TV signal display from the analogue aerial, but the reception is terrible anyway.
I will however double check that the same fault is displayed from all of those previously mentioned input sources.
.............nope, it's an "Evesham"0 -
Another point is the contrast set to Dynamic? if so change it to standard.0

>1. The sky box via scart
Scart does not mean a thing. Scart supplies RF/RGB/compoment/sound in and out
>2. Both DVD players (one is an upscaler) via scarts
An upscaler needs HDMI thats what it is doing taking to a higher level...1080i/p
>3. the other satelite reciever (non sky) (scart) Dont mean a thing as 1.
You MUST adjust for RGB out from the dvd and RGB selected from the TV.0
