bank charges

Can someone tell me if banks are not supposed to take bank charges if you are receiving benefits.

    Yes they can still take charges.

    Has anyone given consideration to the seemingly unfair situation which arises when we are late with a payment to a credit card company, that we get a
    late payment charge and also a late payment mark on our credit file.

    This could be construed as being punished twice for the same 'offence'.

    Any thoughts on this ?

    I don't think it is the same thing. The credit mark isn't a method of punishing you. It is a contribution to the system credit providers use to assess the creditworthiness of customers.
