A & L overseas ATM Charges

I've received an e-mail from Alliance & Leicester informing me that from June 1st my Premier Direct Current Account is going to charge me 2% (£2 min) for using an ATM machine abroad and in addition withdrawals/purchases abroad will incur a 2.95% conversion fee.
Do these changes effectively mean that I will pay 4.95% (probably slightly more due to compounding) if I use this card in an ATM abroad? If so this must now be the worst choice of card for withdrawing money abroad.

I got a letter from A & L last month advising me of this.
The £2 is on the first £10 withdrawn, I asked about this.
