transfers in on an isa??

hi sorry if this is a daft question but trying to sort out my dads finances!!!
he has about 16k in 3 different cash isas but they all pay poor interest is it right i can transfer these to a new isa that accepts transfer in and then not use his allowance for this year???
we were looking at putting it into IceSave Easy Access ISA is this the best one avaliable at the moment?

You can transfer them yes, you have to fill in ISA transfer forms though rather than BACS or anything. Can take around 4 weeks.
Also he can stil use his allowance for this year if he hasn't put £3600 in an ISA from 6th April.0
