Just did this.
I had downloaded TweakUI quite a while ago its the 5th one down the list for XP home
(well for my PC) should be ok for most PCs but check.
I downloaded it then ran it and it appears under all programs, Powertoys
For Windows XP And I knew how to get rid of the shortcut arrows
and teak other things but then I found out about the look of XP.
I found a wallpaper and saved it as a .bmp file.

I opened TweakUI and then clicked, Internet Explorer, Toolbar Background,
put a tick in both Use Custom Background Boxes.
Then clicked on change (one after the other) and navigated to the .bmp wallpaper
I had saved and this is the result I got.

You waste that much screen on toolbars....I'm dissapointed....and you use text lables
get the whole lot onto one line, remove text lables and if that doesnt give you enough screen hit F11 
on the matter of the main post nice to be able to change the looks, what else can it do?Welcome, rogerramjet.

For peeps who dont use F11 I thought it would be fun to customize
try TweakUI and see for yerself as it does a lot more, Than
fiddling with IE, just had a play with it earlier. (Tweak UI that is)0 -

Everything's difficult with IE.
Now if you were using Firefox,
you'd just go here and click Install on the page of your favourite theme
e.g.
cats
scribbles
or how about a wood effect

Ere we go then more Microsoft Bashing, I for One dont like Tabbed Browsing
Nor do I like Fire Fox or having to make a light Browser Heavy with Extenions.
