changing black paint for white - good result?

Having the outside of the house painted, left lots of instructions and came home to find that two sets of frames that were meant to be white have been painted black.:eek:
They were originally black and I saw them sanded down last night and presumed that there would be white going on today but unfortunately not!
Pretty sure that the decorator is going to try to claim that it will be impossible to get the black off to such an extent that he can make a good job of painting it white, so would like to know if this is true.
