This is completely taking away her freedom of choice makes me so angry. If they are saying her home is not suitable surley they should do the best they can to supply the equipment needed, or help you sort out help from charities etc. surly respite care would be more costly for them and once she has the other op i would presume she will recover and be more moblie and need her flat.

Your mum will be entitled to a hospital bed at home for as long as she needs it and at no cost to her. Providing she meets the criteria and from what you say, she does.
I would speak with ward staff outlining your concerns. They should make referrals to the relevant departments, ie occupational therapists, district nurses. There should be a district nurse liason department which the ward staff should refer to. They can come up to the ward and assess your mum for whatever input/equipment she should need once home. Speak to ward staff about this. If your mum wants to go home then settle for nothing less. Many many people remain in their own homes supported by different diciplines.
Failing the above contact her GP surgery and ask for the number of their district nurses. They should be able to get equipment within a few days. However I think first port of call whilst she is still in hospital would be the district nurse liaison office.
