Renting a car for the first time - Question!

Hello all,
Me and the girlfriend are attempting to rent a car for the first time for over this weekend.
I cannot drive but have a credit card, my girlfriend has a drivers license with no credit card.
Does this mean we cannot rent a car? Hertz didnt want to know about us, and they had the best deal with Travelocity.
What does it mean? Never done this before. Help advice mucho appreciated
