A friend of mine has using just started using Bank of Scotland's Portfolio Management Service and has been impressed with the service so far. If I remember rightly HL were discounted at an early stage by him due to their costs.0

I would say that you should typically avoid the banks for discretionary management. They typically have higher staff turnover, are not very cheap and seem to churn for churn sake.
I love it when I come across a bank Discretionary management as its an easy one to take off their hands
