They stated they used Global express. which is part of the USPs group and that delivery was 14 days so presumeably air freight.

So was the 14 days that you say from 14 business days from when you place the order 3 weeks ago? If So it Might be better to wait another week or 2 before you action the claim.

Visa Debit Card Claim. - this is about both Visa and Halifax. Allegedly Visa offers protection outside section 75 ...

Bear in mind that for a simple situation like this Section 75 coverage isn't a problem.

You simply need to make a dispute using standard VISA procedures. In this case for non-delivery.

Obviously if the merchant goes bust, or is fraudulent, then having section 75 coverage is probably required, but in this case I don't think it sounds like it is needed.

As Halifax has stated, maybe you need to be a bit more patient Just look at it as part of the international purchase dilemna

I find that an email to the company stating you feel you have to contact your CCC due to non-delivery will normally put a rocket up their !!!!!! and get you a response! Hopefully they are just waiting on stock or have already sent it.

The 14 days is not stated exactly (business or calender)
But i'm heartened by what I've read and will be a bit more patient.
They are not keen on answering e-mails and I've got and ansaphone a couple of times . I managed to speak to them on 13/9 when they said the shipment would go out 14/9 with confirmatory e-mail -which never arrived.No contact since

Just an update in case anyone looks in who gave such valuable help and advice

The Halifax are very good ...they were willing to pay back the money (£71).... after I'd satisfied them that I'd tried all reasonable means to obtain the goods.
Fortunately I did not have to resort to it. My first 'cancellation' email ( first part of the halifax procedure) to the company bought
a goods tracking number that I had asked for originally ( why was this so difficult ?)
I held off the dogs so to speak for 7 days and the goods arrived ( to my utter amazement... it was worth the wait BTW)
