If that was the case, it'd be against the rules to talk about BBC iPlayer, and there's plenty of discussion about that.
I take the thing in the rules to mention P2P filesharing networks, which this isn't. It uses P2P as a method of content delivery.
The rules really need clearing up in this respect. They're not 100% clear but a little common sense works wonders.

Zattoo is fantastic, and 100% legal. When travelling, your IP identifies which country you are in - when I was in Germany with my laptop the channel line up turned German! It is also really reliable. They have negotiated with the BBC and ITV etc to show their channels, occasionally (the odd champions league game) are blacked out due to legal requirements regarding content delivery channels.0

BBC, ITV, Ch4 have their shows online for viewing.
if you have Windows "Media Center" in XP or Vista you will get access to Ruters News and other selected portals to watch items.
all other way's may be legally suspect...Laters

I'm not even sure it's a case of that. It's not as if P2P started purely for warez, it had legitimate uses first, then the lower echelons of warez monkeys decided it was the best thing since sliced bread, and now 90%+ of P2P traffic is warez.
Therefore, most chat about P2P would probably be a grey area at the least, if not full-blown peg-leg and parrot stuff.
The person who wrote the rules (like most people I guess) probably only thinks of P2P in terms of piracy, because it's become synonymous with piracy.
The fact that the iPlayer discussion still exists, and there's so much of it, suggests that the board guides have their heads screwed on and are being sensible about the whole thing. Or they don't realise it uses P2P. One of the two.
