A relative of mine just bid the lowest offer when the house she wanted went to closing date. She won it because she is able to conclude missives quickly. The seller is moving house next month and has exchanged missives on that purchase so needs to move fast - granted this is in Scotland where chains aren't set up in the same way as in the rest of the UK.

There could be a number of reasons, the other buyer's sale may be at a more advanced stage, the other party may not be selling anything while the OP is. Without more info its just speculation.

Can a seller who is intent to sell his house refuse to sell to someone through an estate agent without good reason even if the buyer has enough money and offers higher than others?

Are you the buyer or the seller - or is this entirely supposition?

The seller, if they so wish, could refuse to sell the house to someone simply because they didn't like their hair.

    It's their choice.

Mostly it depends on how stupid the seller is.
Bankruptcy isn't the worst that can happen to you. The worst that can happen is your forced to live the rest of your life in abject poverty trying to repay the debts.
