Cleaning or painting a brass fender

Hi,
Hoping someone can help. We have a brass fender, it's the modern type that is only supposed to need a wipe over with a damp cloth and them polished with a cloth. However it's become quite tarnished and I'm not sure how to clean it up. Has anyone got any tips? The alternative I thought of was to paint it black but not sure how to prepare it and what sort of paint to use.
Any advice would be greatfully received.

i would try brasso or similar , and only paint as a last resort0
