Car insurance at 17 and what best car to have?

Hope this is the right forum. Apoligies if it is not.
Well i am 17 soon. And im so excited as my parents can tell. And have a short amount of money so would like to budget the costs etc. I was wondering if anyone could help me with the following , please. Thank you.
What would the best car to have be because i am 17 and when/if i pass i will be a new learner driver.
How much will insurance cost at minimum-highest.
And is there any websites where you can learn the signs etc (like school signs) etc.

Choose a low insurance group, all cars are listed here by group.
Once you chosen a car just start getting quotes. Use Martin's advice in his cutting costs article and using the big comparison websites (moneysupermarket, compare the market, Tesco Comapre etc) and don't forget independants like Direct Line. Just put your birthday as today.
Insurance has so many different factors - no one can give you a definate estimate. It can depend on your sex, where you live, what car you drive, where you part it, your job etc.. But like I said, pick a car and start getting some quotes so you can start a budget
Btw. when I was 17 (about 18 months ago) I insured a 1.4 R reg Fiesta TPF&T for around £1500.0 -
