NCP refusing to issue a parking ticket !

Where I live there is a private car park controlled by NCP (the area is very busy, many shops around). I hold a parking permit, which is numbered, so I can only park in a specific bay. Today when I returned from work I found a car parked there and, basically had no other choice than to drive to the nearest public car park (not free !) half a mile away.

Being really annoyed by that I looked for an NCP parking attendant, which refused to issue a fine to that car because this was not her duty, she could only do that on public roads !!! I can't believe that ...

I mentioned that last time, when the same thing happened, I left my car on the next, normally unused space, and got fined for parking on space 9 instead of 8 ! She said it is probably someone went to council who forced NCP to issue a ticket ...

She also claimed she was from NCP Services, not NCP iself (???) and advised me to contact council regarding this issue (obviously council was closed and the car will not be there when it opens), what can I legally do in such case ?

    Smash the window of the car in your space and take off the handbrake and reverse it out and park in your rightful space, and the idiot who parked in your space can go f**k themselves. Replacing the window will be their parking fine and they won't ever do it again.

    Or wait for them to come back and give them a piece of your mind. You could even sit on their bonnet as you wait.

    Or get a few friends and lift the rear of the car and pull it back in to the road, then phone the police and report the vehicle for obstructing the highway

    If smashing the window is too much, just let all the tyres down and put a big sticker on the window (and potato up the exhaust.....lol)

    A freind of mine had a somewhat similar issue of his drive being blocked by parked cars. On a couple of occaissions he used a trolley jack to drag the car clear, then called the police to move the obstruction. Seemed to work for him:rolleyes:

    Maybe you could invest in a wheel clamp and clamp the vehicle that has parked in your space.
    Or, is there enough space for you to block the car in by parking across the back of it, leaving you phone number on the windscreen.

    Is there not a contact number on your pass or the paperwork, usually these 'private' car park operators are only too happy to come out and clamp/remove vehicles.

    Unfortunately there is no way to block him as the car park itself is very small I will be obstructing entrance, and most of the solutions suggested here are not really legal, are they ? ) Anyway my car is normally more expensive than those "guest cars", and I do not fancy the idea of them smashing my window in return to my actions.

    I like the trolley jack idea, least likely to cause any damage to the car. Just need the car to be out of gear.

    unless it rear wheel drive then your laughing.
    as far as the owner would know his handbrake may have "just slipped off"
    ...work permit granted!
