Council Tax and Rent - Ex-partner

A relative left her controlling, violent partner of 2 years last month and is now living in her own rented house. Im not 100% sure of what agreement they had but she ended up paying most of the rent because his cheques kept bouncing and he lied...A LOT about paying things and not ever doing so.
She also got a council tax reminder whilst she still lived with him, he said he'd pay it but now the baliffs keep ringing her and have found out where she lives. (so he didnt pay it)
He had a gambling problem which is where we think all his money went to.
She has spent her savings on rent and has no money. The council want £700 tax.
What can she do?

Tell her to go into the council offices and talk to them. They should be able to arrange a payment plan.
She will be liable for it if it was in her name.
She could sue her ex for the money but it would be a hard case to fight and she probably would prefer to stay away from him.
Best to tell the council what happened and arrange a payment plan.Bankruptcy isn't the worst that can happen to you. The worst that can happen is your forced to live the rest of your life in abject poverty trying to repay the debts.0
