toilet cistern

my toilet was leaking and a plumber came out and fixed it.
since then the cistern takes ages to fill up - it literally trickles to fill up.
this is frustrating when someone's just flushed it and then someone else has to wait ages to flush again and also i'm up early in the morning and its really noisy.
what is it i need to do to 'speed things up a bit'
its a plastic ballcock system.

yes the stopcock is fully open because the taps in the bathroom all run fast. Its just the toilet that's slow at filling up and its ever since the plumber came.
i'm frighted to tinker with it incase i flood the place.0 -
Take the lid of the top of the cistern, flush the toilet, and check that the ballcock is free to drop down and open the valve fully when the cistern is empty."You were only supposed to blow the bl**dy doors off!!"0

If there is a seperate shut off valve on the cold water feed to the cistern make sure it has been fully reopend.If i could i would, but i cannot so i wont, but maybe one day i will.0 -
Probably some debris inside the ball balve......
It just needs taking apart and cleaning out

i'll have a go at turning the stopvalve a bit to see if it makes a difference.
