credit card & faulty goods

I brought a brand new tv from an online retailer , item was faulty and in poor condition it look liked it had been used before.
I brought it from Dixons , well Dixons were so unhelpful with me and told me to wait till i got a phone call , weeks later i heard nothing , i rang again and was told someone would ring me the same day which they failed to do.
I also emailed , i rang numerous times , but kept telling me i had to wait till head office rang me.
So i put the matter in the hands of my credit card company.
Who has taken a 3 weeks to write back to me to tell me that i have to pay for someone to come and look a the goods then give me a report then i have to send it to them?
Is this right , So i lose money by paying for someone to come and look at the goods.
I sent my card company all the proof they wanted , e.g my emails sent to dixons & replies ....also details of what was said in my calls to them.
Also my card company told me they dont speak to the retailer and cant come to some agreement either.

Finally though i had some goods news and my tv is being picked up from Dixons so i just have to wait and see now , this was after keep ringing them myself constantly and then finally speaking to someone in head office ......but my concern is why is my card company being so unhelpful? would they refund me the cost of getting someone in to examine the tv?

I don't think you needed to contact your credit card company. You should have "rejected" it immediately in writing as being not "of satisfactory quality" - and be entitled to a full refund including any delivery/collection charges.
Your local Trading Standards Office would give you the best advice by phone as to your rights under relevant legislation such as -
"SALE OF GOODS ACT 1979 and SALE AND SUPPLY OF GOODS 1994 and SALE OF GOODS (AMENDMENT) ACT 1995 - which detail the rights of purchasers and the duties of sellers in the sale of goods."".....where it is corrupt, purge it....."0 -
I told them on the very first day i was rejecting the goods , i also wrote this in a email...they just ignored it.
I have learned one thing though its not to ever shop with Dixons again0
