Worst Credit Card Ever!?

Is this the worst credit card ever?

I have received thru the post this morning an application form and the usual blurb for *VANQUIS BANK* credit card.

Doing a 'google' I found them to be part of Provident Financial http://www.providentfinancial.com/plc/About_Us/Our_products/Vanquis_Bank.aspx

They are offering cards to persons who obviously cannot get credit through normal channels, but at what a price!

They are spouting APR's from 44.2% to 69.1%.
There is also an annual fee for the card of £19.99 (I assume this is included in the overall APR?)

This is completely outrageous!
Persons who cant get credit shouldnt be offered options like this. This could be too tempting an offer for someone with a history of credit problems.
This has to be a rip off.

Martin, cant you take this up with Trading Standards or the DTI or someone?
These people shouldnt be able to legally rip people off!

I seem to recall hearing something on the radio yesterday about store cards being investigated due to their abnormally high interest charges - I bet the store cards aren't even half the rate that this card is!!
