If the person making the call has internet access they could use Nonoh (http://www.nonoh.net/en/calling-rates.html). Assuming that they have a landline in Argentina and are calling a landline in Italy, it would cost about 1p/min.

Alternatively they could set up a Nonoh account in advance and use the Nonoh local rate access number for Argentina (http://www.nonoh.net/en/geo.html) to make the call. The charge will then be the cost of a local call in Argentina plus about 1p/min.

Another option would be a calling card, e.g. this one:

    http://www.cloncom.com/card.jsp?cardid=300&directionid_from=20&directionid_to=248&access_phone_type=2&submitf.x=38&submitf.y=9

This would cost about 1.8p/min landline-landline.

I haven't come across any direct dial providers in Argentina but I'll post if I find any.

An alternative to Nonoh would be WebCallDirect (http://www.webcalldirect.com/en/rates.html) this is yet another Betamax VoIP provider (like Nonoh - it has a virtually identical website to Nonoh's but with a different colour scheme) but it has a rate of 0p/min to Italy (provided you have opened an account and purchased some credit).

This means that if they use the website to connect the call it will be completely free, and if they use the access number in Argentina (http://www.webcalldirect.com/en/geo.html) it will cost just the cost of a local call in Argentina.

I haven't used WebCallDirect but it's from the same "family" as Nonoh and I have no reason to expect it to be any different. You can compare rates of the various providers from the Betamax "family" here: http://backsla.sh/betamax
