Can I reclaim charges if always overdrawn?

I'm trying to help my brother. He's always overdrawn and has loan standing orders coming out every month. Because of these he goes over the overdraft and gets charged again by the bank. We thought he should try to reclaim bank charges to try and help a bit, but does anybody know, if because he is always overdrawn and getting charged, will they even look at refunding any charges?<o:p></o:p>
