in 2006 i had an accident with my computer i rang post office insurance who suggested i have it looked at to see what was wrong, it turned out that once the policy excess was paid it was not worth continuing with the claim so i withdrew it . now im being told it still counts as a claim ! is this right ?

Yes, it's right. Even though the incident wasn't a 'claim' as such you still have to declare it when getting quotes, as insurers request details of all losses whether settled through insurance or not. It will be recorded as a non-fault, no payout claim.0

Whenever you take out insurance, you have to declare any incidents that you could have claimed for, regardless of whether you actually claimed or not. Failure to do so could result in your insurers deciding that had they been aware of the true facts, they would not have insured you and then declare your policy void (as if there had never been any cover in the first place).
Insurers are reasonable people; if you are not sure, phone them and ask them for advice. Insurance contracts are based on utmost good faith and this works both ways.In the beginning, the universe was created.
