You have the right of appeal. Hell why not go ahead and waste every bodies time and appeal.
It will only cost you the price of a stamp and will cost the railway company £7.50. (Yep everytime someone appeals a Penalty Fare the railway company has to pay for the appeal.)

You will loose the appeal based on the fact your ticket said Z12 and you were in Z3. Simple your ticket was wrong. Regardless of the fact if the price of the Z3 ticket was the same price.

It is hardly the passenger's fault that the appeals procedure costs the railway company. Presumably they agreed to this before the appeals procedure was set up. (Their pricing looks way out - if it costs £7.50 plus all the management costs in dealing with the appeal, then the original penalty needs to be far more than £20 - bearing in mind the unpaid fare was around £5. If all passengers used their rights and appealed, it would be cheaper for them to abandon the penalty scheme!)

Now he has been advised twice that he needs a different reason for his appeal to win, then no doubt should he appeal, he'll use different grounds.

Thanks for the upbeat responses (except Quentin's, although your's is still interesting to read). It helps to know that there are people out there who'd still fight a losing battle, just to spite the enemies. I know I will.

So, since I'm going to raise some dust, I might as well make an efficient attempt. Like Quentin smartly pointed out, I would consider appealing on a different ground. Any ideas on what is the best way to go about this?

aww, don't be like that. Please, I'd like to know what anyone has to say. Your post was very informing, but to be honest, I thought your tone was a bit patronising. That's all I meant.

I doubt it, unless you work for the appeals board.

    Why?

If things were as you seem to say, then all appeals fail!

    This is not the case.

No some appeals do win, though the majority 90-95% do not. Now i'm not going to go into details as to how they win the appeal as that would be stupid on a public forum.
But back to you.. we are still waiting for your "foolproof" grounds. But as I previously said, I doubt you have any.
