Fortic hot water cylinder limescale question.

Here's the hot water cylinder that I want to put back into my flat. I've cleaned it out with vinegar and it's pretty good now. However, I'd like to know that this piece of pipe in the middle of the feeder tank is supposed to do: When I flushed out the tank another piece of plastic pipe fell out:
