Are you saying that you'd do a CHAPS transfer to a total stranger for £23k before you had the goods?0 -

My point was somebody always moves first, in the OP's case he would have wanted the cheque to clear first, same same. We're not exchanging captured spies in the cold war
Generally I wouldn't spend that sort of money in that manner, but if I was then my choice of route would be cheque, Bankers Draft, and CHAPSHope for the best.....Plan for the worst!
