'First-Day Marketing' HIP exemption extended to end of year

The Government has now given in to demands and extended the 'first day' marketing exemption to the end of the year. This is the exemption that allows properties to be marketed as soon as there is proof a HIP has been ordered and has been long-lobbied for by Estate Agents and the NAEA.

I know it was dated 8 May but there's been no new thread about it here yet nor any mention I can see, so I decided to put it up as a service to MSEers. Last time I looked it wasn't even on the NAEA website. This was their last mention of HIPs first-day marketing.0

Would it be possible for someone to start up a business that contracts with people to provide HIPs, but never actually does so. The contract could state that a HIP will be delivered within ten years of payment being received, and there is a penalty for breaking the contract of a nominal fee much less than the price of a HIP.0

That same release states:
"The provision for first day marketing allows a property to be marketed without a HIP as long as the required documents have been commissioned and paid for (or arrangements for payment made) and there is an expectation they will arrive within 28 days."
The 28 days might trip you up there.0
