The hot water cylinder in my house is topped up from a tank in the attic, and my house is about a million years old, so the attic is really dusty and dirty. Even with a bit of polystyrene over the attic tank, it must still get bits dropping in. The cold water comes straight in from outside (no storage so it's always good quality). Do attic tanks need cleaning?0

Is it cloudy or is it tiny bubbles of air which make it look cloudy? Try leaving a container full to settle and see if you have any sediment when (or if) it clears. At our house it is air bubbles and a glass full clears in a few minutes.0
