Which kind of concrete block for a retaining wall?

I'm wondering what kind of concrete block (breeze-block) I should use for a small retaining wall in the garden?
It will only be two course high and hold back soil topped of with concrete flags.
I notice that there are many different kind of blocks. Medium density blocks at a strength of 3n, approximately 90p per block. Then a 7n block at £1.50 per block.
I would appreciate any comments

The n is for newton which is crushing strength from above so your probably better building a 9 inch wall out of the 3 n ones to retain the soil0

We've just built a small retaining wall and were recommended the 7 newton blocks. We were also told to lay the blocks flat so the wall is 9 inches thick, we had to use more blocks but the wall is obviously a lot stronger.0
