Trying to help my brother, please help.

I'm new to this, it's just taken me half an hour to work out how to post a new thread.
I'm really hoping somebody can help. My brother's in such a state he's tried to take his life and has been on tablets for months. Although not great he's been getting better, however last night his friend phoned to say he was sat outside drunk and threatening to cut his wrists.
We have no idea how bad everything is, he keeps most things secret from us, he's in debt with the CSA because of his ex claiming when he wasn't paying. We know he has had a few loans in the past which he's having to pay off and everytime he goes overdrawn Barclays charge him £30. we suggested he tried to claim the charges back, but because he gets charged every month I doubt the bank will pay him back if he's that stupid to get charged every month. Any one know if they would?
He's also drinking lots and very depressed and the doctor doesn't seem to be doing anything other than keeping him on tablets. I really think he needs help, the doctor says he's too unstable to see a who ever he should about this, but if he hasn't got anybody to talk through his problems with and find out why he's depressed how will he ever become stable? I don't know what route to take. I fear it'll be too late to help soon. The doctor refuses to talk to us because we've tried to talk to her and find out how we can help him. Any advice welcome. Sorry to hear about your brother.
I am aware of some situations (but cant pinpoint them, sure someone else will) where on the grounds of your brothers state of mind that the matther can be sorted out.
A trip to CAB would be a good idea. They will be able to deal with this.I all have learnt is from others on many sites.
Seek legal help if unsure.
Dont pay Private Parking tickets - they are mere invoices.
