Returns Policy as a Default

I think that there are going to be a lot of problems still with people who have opted to be a personal seller but actually selling for profit getting reported to ebay for either not offering a returns policy or for being wrongly registered.
All those complaints will of ocurse affect sellers under the 'bottom 5% of sellers' rule and will , I think, mean a lot of personal sellers being suspended quite quickly.
