Noisy gas boiler

My neighbours on one side of my house in a terrace have installed a gas boiler on their side of our party wall adjacent to my bedroom. It's driving me crazy. I've spoken to them about it and to the local Environmental Health Dept., which persuaded them to turn it off at night. This still leaves the daytime, when it is still hard to live with the constant background noise. I have been thinking of offering to pay for them to relocate it. Originally they said they'd move it if I paid. But I then offered to pay 30%. Then they said it was installed under a Government scheme and they'd find out what the installer had to say. They apparently said it could not be moved, but I do not see why? There is room downstairs on their outside kitchen wall. Clearly this is just an excuse, but meanwhile I've been worn down enough to give in and offer the whole cost of having it moved, as I am sure someone would do it.
However there is another approach and that is to soundproof that party wall. My searches on the net reveal that it would cost about the same amount as relocating the boiler, about £1,000 to £1,500 at a guess. I'm judging from the cost of materials which SoundStop's site estimate at between £700 to £900 for the 33 square metres of wall needing soundproofing. But I'm no expert and wonder if any others have any experience with soudproofing their house or flat. It would certainly be cheaper than moving house, and probably cheaper than involving solicitors in what could be a case I'd not win and I'd rather avoid doing that anyway.
It seems probable to me that soundproofing would still be only a partial solution. But do others have any knowledge of this subject and of dealing with such noises generally?

Sound proofing will not work in this case Boiler ''must'' be removed to outside kitchen wall0 -
